NAME UTILITIES DIRECTOR

The Arizona Corporation Commission is pleased to announce the appointment of Deborah R. Scott to serve as the Director of the Commission's Utilities Division.

Ms. Scott currently is the Associate General Counsel for Citizen's Utilities Company. Previously, she served as the Chief Counsel for the Arizona Residential Utility Consumer Office (1997-1998), and as an attorney in various capacities at the Corporation Commission and the Office of the Attorney General (1990-1997). Prior to that she was in private practice.

Ms. Scott holds two degrees from Arizona State University including a Juris Doctorate. She will replace Mr. Ray Williamson who has served as the Acting Director of the Division since 1998.

Commission Chairman Carl Kunasek, commenting on the appointment, said "The Commission is fortunate to be adding to its staff a person of such high caliber as Ms. Scott. She is an established consumer advocate with experience developed over a number of years. She is highly respected, and I am confident she will successfully lead the Division." Chairman Kunasek also commended Ray Williamson: " The Commission appreciates Mr. Williamson's service as Acting Utilities Division Director and his efforts at keeping the Commission focused on important issues during a tumultuous period in Commission history. I look forward to his continued role as a key player in the Utilities Division."

Commissioner Bill Mundell added, "Ms. Scott's knowledge and background will be invaluable to the Commission, especially given the environment of change in which we find ourselves. She has the skills and capacity to ensure the strengths of the Commission staff are enhanced and any weaknesses effectively addressed. She is a knowledgeable and respected professional, and I am looking forward to working with her."

Ms. Scott's expected start date is September 7, 1999. Prior to starting with the Commission, Ms. Scott will be working with Commission legal staff on a policy regarding recusing herself on matters involving Citizens Utilities Company.

Ms. Scott's salary at the Commission will be $96,500.
