Corporation Commissioners Name Chief Legal Counsel

The Arizona Corporation Commission is pleased to announce that Lyn Anderson Farmer will become the Commission's new Chief Legal Counsel. Ms. Farmer is replacing Paul Bullis who is leaving to take a senior position with the Office of the Attorney General.

Ms. Farmer has been with the Commission since 1991 and currently serves as the Assistant Chief Hearing Officer. From 1987 through 1991 she was a Hearing Examiner with the Kansas Corporation Commission. Prior to that, she was with a Kansas firm and was in private practice.

Ms. Farmer has undergraduate and Juris Doctorate degrees from the University of Kansas. She has been admitted to practice law in Arizona (1993), Texas (1991), Kansas (1984) and the U.S. District Court (Kansas).

Chairman Kunasek had the following statement: "I am delighted that Ms. Farmer has accepted our offer - she is a great attorney and a person of the highest character! She has been a critical part of our staff in her capacity with the Hearing Division and has earned this promotion. We are blessed at the Commission that we have the kind of exceptional talent that Ms. Farmer represents. She will be heading a dedicated and top-notch group of attorneys in our Legal Division, and I expect that we will see nothing less than superior performance from Ms. Farmer and the other staff attorneys." Chairman Kunasek added that while he was thrilled with the prospect of Ms. Farmer as Chief Counsel, he was also saddened by the impending departure of Mr. Bullis. Kunasek said, "I have great respect for Paul both personally and professionally. He has been a trusted advisor and will be missed. I hope the Attorney General realizes that she is getting one of Arizona's best attorneys and one of state government's finest men."

Commissioner Mundell added, "Ms. Farmer is an outstanding choice for Chief Counsel. In addition to her considerable legal skills, she exhibits a sense of professionalism and thoughtfulness that make her an incredible asset to the Commission. While she will be missed in the Hearing Division, this opportunity is a perfect transition for her and a great move for us. Like the Chairman, I also want to extend my best wishes to Paul Bullis for great success in moving to the Office of the Attorney General. Attorney General Napolitano is getting the consummate scholar and gentleman in Paul."

Ms. Farmer will assume her new duties as of October 1, 1999 at an annual salary of $95,000.
